As to that .99 cent redelivery charge,
it's a scam that's been going around for a while. Don't submit anything.
If you do have a USPS package that for some reason was not deliverable they will always leave a tag with the info in your mailbox or attached to your door.
The URL in your screenshots "usps-post . haifugs . com" will take you to the scammers website. And...... they most certainly would take more than .99 cents.

USPS has no URL with "usps-post" in it.
ETA: Per the USPS Inspection Service:
"Be aware that the U.S. Postal Service does not notify customers of package delivery attempts, or request personal information, via email."

Bogus emails about delivery failures trick customers into clicking links that contain viruses."
