So, fda flavor rule, looks like I need to start purchasing large quantities of flavor concentrates?
Only if you have refrigerator space for them. I would suggest that you get a mini freezer and fridge.

I think I may start out with 500ml of 10 key flavors over the next month or two then, double that seeing how thing go along with building up nic salt reserves. Mini fridge/ freezer are cheap enough...

Flavors aren't a target. Nicotine probably will be.
Flavorings are used in cooking, candy making, etc
Nicotine is "low hanging fruit" to them.
Take the nicotine and poof! we're gone
Based off of the the current comment period, flavors seem to be an initial target, at least at a commercial level. No flavors, brick and mortar shops and industry outside of hobbyist go away.

I started off at 18 mg on my nautilus, then gradually over a year dropped down to 8 mg on my kayfun V5’s. I stayed there for another 6 months. Now i love unflavored and have gradually increased from 8 mg to 30 mg on my Doggystyles. I like 20 mg during the day and 30 mg at night, especially with a drink. I now vape around 6 ml a day from maybe 15 ml a day. I find this way more satisfying. Next batch of chemnovatic i ordered i might try 35 mg for nightime.

Talking about DIY. read up previous to my post.
No need to stock flavorings.
