If your budget is limited, I would prioritize:
#1- Nic base
#2- More Nic base
#3- Do you have enough nic base?
Because I strongly suspect that everything else, hardware-related, will for the most part, continue being available for the next 2 years, and even past that. There may be shortages, it may take a while to order, but really, the USA (and every other country on Earth for that matter) is incapable of keeping hundreds of tons of schedule 1 drugs out of the country... I just don't see them succeeding in intercepting packages from fasttech, or hundreds of other companies spread around the world, who sell hardware. For that matter I don't even see them succeeding with nicotine; labs in China are more than happy to sell you nic, and label the pkg and manifest as anything you want, "This is NOT the nicotine you're looking for. Contains 100% PG!" How do I know this? Because if you order anything with a US address they'll leave you a helpful note stating this. They don't care, they have no consequences for doing so. Of course, you probably don't want nic from China ;-)
Yes, after August 8th everything becomes a tobacco product (and you're gonna enforce this how exactly? It would require an infinite budget that you don't have), but in actuality is means the states will pile in and make nic and juice either unavailable, or taxed through the roof. If you've got nicotine, then finding devices to use it with, will never be impossible.
These are only my opinions of course, and yes I've stocked up on *everything* down to wick and wire, because I just don't want to deal with it moving forward. But if your budget is limited, go for the nic first, that's gonna be the big one.
