I could be wrong on this, but I think it's also harder to argue the detrimental effects of each bill when they're split up, since they're related. Well, not harder in a common sense logical way, but harder in a government hearings are silly and you can't say A is bad because if A and B pass then X will happen kind of way.

That's how they do work. If a bill fails in regular legislative session, they try to sneak it back in through the back door. Two anti-vaping bills failed--so now we have 10 itsy bitsy special session bills.

Like fighting the Hydra. You cut one head off, two grow in its place. :facepalm:

And then they'll use it to take "fact finding" trips, decorate their offices all pretty, bestow presents and contracts on their donors, limousines for when they have three martini lunches and other such frivolous crap. And then they wonder why we call them .......s.

SENATE DAILY FILE 2015–2016 SECOND EXTRAORDINARY SESSION (Convened June 19, 2015)

A PROCLAMATION BY THE GOVERNOR OF THE STATE OF CALIFORNIA
WHEREAS the state’s recent expansion of health care coverage has resulted in more than four million additional Californians receiving coverage through Medi– Cal; and
WHEREAS to date, the managed care organization tax has provided a stable source of funding to help pay for the costs of the health care expansion; and
WHEREAS the federal government has issued guidance to the state that it cannot extend the managed care organization tax in its current format; and
WHEREAS the state will be forced to make more than $1 billion in program cuts beginning next year if the managed care organization tax is not extended; and
WHEREAS the state’s General Fund cannot afford to provide additional rate increases for providers of services for Medi–Cal recipients and consumers with developmental disabilities; and
WHEREAS the state’s General Fund cannot afford to permanently maintain a restoration of 7 percent of hours in the In–Home Supportive Services program; and
WHEREAS these extraordinary circumstances require the Legislature of the State of California to be convened in a special session.
NOW, THEREFORE, I, EDMUND G. BROWN JR., Governor of the State of California, in accordance with Section 3(b) of Article IV of the Constitution of the State of California, hereby convene the Legislature of the State of California to assemble in extraordinary session in Sacramento, California, on the 19th day of June, 2015, at a time to be determined, for the following purposes:
To consider and act upon legislation necessary to enact permanent and sustainable funding from a new managed care organization tax and/or alternative fund sources to provide:
a. At least $1.1 billion annually to stabilize the General Fund’s costs for Medi–Cal; and
b. Sufficient funding to continue the 7 percent restoration of In–Home Supportive Services hours beyond 2015–16; and MONDAY, AUGUST 24, 2015 7
c. Sufficient funding to provide additional rate increases for providers of Medi–Cal and developmental disability services.


To consider and act upon legislation necessary to:
a. Establish mechanisms so that that any additional rate increases expand access to services; and
b. Increase oversight and the effective management of services provided to consumers with developmental disabilities through the regional center system; and
c. Improve the efficiency and efficacy of the health care system, reduce the cost of providing health care services, and improve the health of Californians.
I FURTHER DIRECT that as soon as hereafter possible, this Proclamation be filed in the Office of the Secretary of State and that widespread publicity and notice be given of this Proclamation.

Leonardo diCaprio, Johnny Depp and Katherine Heigl won't even notice the price changes. If they are still vaping, that is.

Seriously, they want more money to reduce the cost of health care? They could start with stopping the highway robbery generic drug companies are getting away with, what hospitals are allowed to charge, by making medial personnel (and politicians) live up to the oath they took when they became professionals. I don't care which side of the isle anyone sits on, what happened to being humane?

Wouldn't it be nice if they had the stones to do the research and stand up for vaping.

The loss in funding is because previously CA had a system of taxing medi-cal to bring in federal funding through a match program. Basically the state taxed Medi-cal organizations, got a matching fund from the feds, then put the money it taxed from medi-cal back into the medi-cal programs. That meant that medi-cal didn't lose any money and the state got money from the federal government.

Recently the feds said "You can't do that" so now they're scrambling to make up that lost "funding."

Anybody following the west coast fires? (18 states). The same "public health" groups who lobby for smoking and vaping taxes & bans, are preaching "clean air centers, rooms" with Heppa filters. The smoke and ash are so thick areas are declared a federal emergency as they help towns get heppas installed. Heppa filters and HVAQ that should have been preached from the beginning, instead of taxes and bans. Had they have been installed instead of taxes and bans, every single town, home, business would be a safe center and no "state of emergency" need apply. Who's the money and health wasters? Not consumers.
P.s. Even after 100's of thousands of acres have burned, the air does not smell like the other demeaned consumer product. Nor does it smell like chemicals & pesticides. (Smear campaign for raising new agencies and taxes fines and fees) Imagine that.
My point? They forbid business & property owners to use them instead of bans, yet they recommend & use them for saving towns in heavy Forrest fire areas. Something to chew on.
P.s. Another thing I've learned? The old motto "but we don't know what's in them" stems from the Pharma companies bloopers. Google Glaxo smith & Kline, read all about how they contaminated their water with polio, legionaires bacteria & other fun stuff. Yet, they never point these "facts" out while trying to confiscate away from consumers into BP hands.
