- minimum age raised to 21
- limit to behind counter access
- limit on quantities/bulk sales
- increased consequence on underage sale

Oh, yes he does. I have said before, he is no different than you, me, or anyone else when it comes to changing their minds on a variety of topics. He's as good as anyone at that. His problem is he thinks out loud for all to see and hear.
