What is the dual use of a mixture of pg/vg/flavoring? Not arguing, curious.And the colorful glass pipes in the store could be "intended or be reasonably expected" to be used for something that would render it capable of getting you real jail time, if it were found in your car, BUT YOU CAN STILL BUY THEM.
What the FDA SAYS they can do, what you THINK they can do, and what the FDA can ACTUALLY do are three very different things.

The only things they're actually in any position to do anything about are liquid nicotine-containing products, and things that actually say e-cigarette or vape-blah-blah on them.
Even if they managed to raid a store that just happened to specialize in the rather eclectic product lines of high-end flashlights, cake flavorings, leather etching supplies....and colorful tobacco pipes, they would lose in court.
Dual-use markets have always existed, and they can't do anything about it. This is why domestic terrorists buy their gear from RadioShack and Farmers Supply instead of KaboomPro.com.
The only things that are going to disappear are eliquids with nic, and the gas station clearomizer kits.

Awww.I've never personally encountered a mean goat, although I know they are out there. Mine have ranged from cuddle bugs to ones that don't liked to be touched. The only goat I every rehomed was a Nubian, but it wasn't because he was mean. He had been babied too much when he was bottle-fed and never learned the meaning of personal space. Being crowded by a 120 pound animal is annoying. He would bug me so much that I would flip him on his back, sit on his belly, get in his face and remind him that I was the predator. Afterward he would behave for a few hours.
