I know it says possess, but I'm pretty sure that's in regards to marketing/sale. As in, if you want to transfer cigs from a pack into a cigarette holder, for personal use, that's okay, but if you split a pack of 20 to four smaller boxes of 5 for sale, that's not okay.Check Out what it says on the bottom of Page #68...

packaging of which has been modified or altered by a person
other than the original manufacturer. Modification or alteration
shall include the placement of a sticker, writing or mark to
cover information on the packages. For purposes of this section,
a tobacco product package shall not be construed to have been
modified or altered by a person other than the manufacturer if
the most recent modification or alteration was made by the
manufacturer or person authorized by the manufacturer and
approved by the department.
Section 1234-A. Information exchange.
The department is authorized to exchange information with any
other Federal, State or local enforcement agency for purposes of
enforcing this article.

We are voting on a $2.00 per pack hike in Nov. At this time, I think ecig taxing is left up to the cities, and counties.

I'd like to think provisions like that are in place to "protect" the state against black market sellers, but I'm not going to say it won't happen, I know better than that.
