They serve no real purpose other than demonizing smoking even more, and making smokers feel worse. There's as little science behind their effectiveness as there is behind their arguments against vaping.
I can't figure out what "cosmetics" could be that poisonous; I have a feeling that the numbers may reflect calls to poison control and ER visits, not deaths.
