I'm in Texas, I don't hate Californians, not into skoal, I've got a pickup, no gunrack. You're right, not everyone believes that either state's residents are all on the same page. Many have also Sighted/Argued that of All the FDA Warning Letters that have been issued for Sales to a Minor, that only a Few (like Single Digits) have be sent to B&M "Vape Shops". And that the VAST Majority have gone to Gas Stations and Convenience Stores.

When I found vaping it was like a God-send. I have not smoked combustible tobacco in 7 years, the longest period of abstinence since I was 15 years old.
I "feel" tremendously better, and even my doctor has endorsed my decision.
I do NOT want tobacco flavored vape as it only makes me romanticize tobacco and want it again. Other flavors do not make me crave like tobaccos flavors do.
Please do not remove my freedom to obtain this much less harmful solution!"

On September 11, 2019, President Trump announced that the Food and Drug Administration (FDA) will finalize an enforcement policy to remove from the marketplace nearly all flavored e-cigarettes unless or until they comply with the Tobacco Control Act. Given the role flavors have played in drawing youth to these products, I strongly support this course of action and look forward to seeing the details of its implementation.
A 2015 report by the National Academies of Sciences, Engineering, and Medicine found that most adult smokers start smoking before age 21 and that increasing the tobacco age to 21 would save lives, improve public health, and reduce tobacco use initiation among youth. That's why on May 20, 2019, Senator Mitch McConnell and I introduced the Tobacco-Free Youth Act to raise the federal minimum age to purchase tobacco products, including e-cigarettes and vapor products, to 21. The bill encourages states to pass their own laws raising the age to 21 and allows states to enact higher minimums if they choose. I was pleased that on June 26, 2019, the Health, Education, Labor, and Pensions Committee, of which I am a member, passed the key provisions of our bill as part of the Lower Health Care Costs Act of 2019, a large package of legislation to address health care costs. It now awaits consideration by the full Senate.
Decreased rates of traditional cigarette use among youth over the past ten years have been accompanied by significantly higher usage rates of e-cigarettes. In November 2018, the Centers for Disease Control and Prevention published results of a survey showing that the share of high school and middle school students reporting e-cigarette use has risen since 2011 with an especially large increase from 2017 to 2018. The increase in youth e-cigarette use is likely due to the popularity of e-cigarettes shaped like a USB flash drive, which often come in child-friendly flavors, have high nicotine content, and can be used discreetly.
I am concerned about this uptick in youth e-cigarette use, and I have called on the industry and FDA to take action. In April 2018, I joined ten of my Senate colleagues in sending letters to the FDA about youth access to flavored e-cigarettes and the e-cigarette manufacturer JUUL Labs. We urged the FDA to take immediate steps to ban child-friendly flavorings and asked JUUL Labs about how its marketing practices appeal to children, demanding the company take steps to limit youth access.
I am also deeply troubled by the multistate outbreak of lung illnesses linked to e-cigarette use. Public health surveillance and data systems are essential to detecting health threats and expediting our response to save lives. The success of these surveillance systems depends on the ability of state, local, territorial, and tribal health departments, as well as other public health partners, to communicate with one another and accurately report their data to the CDC in a timely way. That's why on June 12, 2019, I introduced the bipartisan Savings Lives Through Better Data Act (S. 1793) to fund investments in health departments' data collection, transmission, and analysis capacities. I was pleased key portions of this bill were also included in the Lower Health Care Costs Act when it passed out of committee on June 26th.

“My hope is that this is an acknowledgement that vape shops should continue to exist and sell reduced-risk nicotine products to adult smokers,” he said in a phone interview. “If there is an exemption for vape shops, I think the administration has acknowledged the political and policy importance of preserving vaping for adults.”

Actually they don't have to allow it to be sold somewhere. Policy makers have had the opportunity to tax e-cigs for years, yet their focus has always seemed to be on banning them instead of taxing them.They have to allow it to be sold somewhere if they want to tax the bejebus out of it!
