I'll bet the chain gang parade is quite festive.
We hardly ever wear chains any more. When there were transportees sent to a penal colony for stealing a loaf of bread (it was a very bad time in Merry Olde England) it was pretty well a life sentence. Theoretically they were free to return to England after their 7 years or whatever were up, but how were they going to buy passage for a six month boat trip home?
Of course there were hard-core criminals too, but the penal system really did sort them out. Those that weren't either killed or went insane became politicians where some of them did particularly well. (jk).
Considering the state of England at the time, most of the released transportees figured they'd got the better end of the deal in any case.
