I was there! Stationed at Kelly AFB. It shut down the whole city. I remember reports of over 700 traffic accidents the following morning during rush hour.

Heh. I was stationed at Randolph at the time, but living out near Kirby. They didn't understand why I was adamant about not coming in. Told 'em I could start walking, but motorized transportation was definitely out of the question as two wheels was just not safe in weather like that. Finally sunk in after 5 minutes of arguing that I didn't have a car. Just the motorcycle.
Took me forever to get rid of that house after PCSing to the UK in '92.
