I can see both sides of this and both @DeloresRose and @Letitia have very valid points. I think though that this is easily sorted by saying that any dog sanctity or other service simply has a strict duty of care to their charges and a dog should never be rehomed to a person who can't pay the fees. The rules are there for a reason and haggling is simply not to be accepted.
Remember virtually every dog that is there came from an original home where they couldn't look after it properly sometimes because of money issues but often much more serious ones underlying.
Bottom line is the rules are there to make sure the animals are safe
