I use aperture priority mode, and set my ISO as low as possible - usually 200 or 400. And I'm also manual focusing, with it set to infinity.
It's more a case of it being my first time shooting dawn over water. And I'm usually after the sky 2/3s not the foreground 2/3s. Thank you for the tips

Choosing a manual exposure will avoid settings that jumping around. Select an aperture like f7 or f11 because it looks like you're going for a lot of detail.
I think it's easiest if you just focus manually. If you were focusing on the mountain ranges or the sky, you can set the focus on infinity.
