I've just received a notice that Paypal is changing its terms and conditions, and buried deep inside the changes I found this.
PayPal said:
The Acceptable Use Policy currently prohibits use of PayPal for activities that violate applicable law or industry regulations regarding the sale of tobacco products or prescription drugs and devices. We're replacing that prohibition with new policy language covering these types of items, as well as e-cigarettes. Under the new language, use of PayPal for cigarette transactions will be prohibited. In addition, merchants will be permitted to use PayPal for sales of non-cigarette tobacco products, e-cigarettes, and prescription drugs and devices only with PayPal’s pre-approval.

  • The relevant parts of the chart under Activities Requiring Approval will be revised to read as follows:
    • “PayPal requires pre-approval to accept payments for certain services as detailed in the chart below.

Contact Information
… selling … non-cigarette tobacco products, e-cigarettes or prescription drugs/devices. Please send contact information, business website URL and brief business summary to aup@paypal.com

Let's hope that this doesn't involve you telling them and them freezing your account while they sit on your application for months. But it seems like they might at least be warming to the idea that e-cigs are not the root of all evil.

Will you People get a CLUE.. Pay pal , Ebay , who ever the big bad corporation you chose to blame.. ARE NOT THE PROBLEM. They are VICTIMS is this JUST LIKE US.... Why would they want do a financial transaction, that the FEDERAL Government and THEIR banks make almost IMPOSSIBLE to complete. If you were not able to USE/GET moneys earned from doing certain financial transactions would you want to do those transactions?

Expect to see the PP symbol all over vape shops soon. Good deal. The next best step since. Breaking off from ebay.


I think it is more a case of they already know a large chunk of vaping uses them anyways, and they know officially accepting it will increase their user base because now we can openly use their protection policies on vape gear.

Pretty sure this only applies to Merchants who want to sell e-cig supplies, not buyers.

The policy change does apply specifically to business (and will be good news for buyers since they will soon be able to buy from vendors via PP without fear of action against their PP account now, theoretically), but hopefully it's a first step toward a change in their policies on personal transactions, as well :2c:



ETA: I notice the OP is in the UK. I couldn't find this policy amendment for the US (though I'm happy to be proven wrong ;-) ) so it may not apply to those of us on this side of the pond

But does Paypal have to reimburse vendors for all the trouble that they caused them last year and the cost associated with having to find an alternative.

China's bannking system doesnt really care who pays them as long as they get theirs

Many american institutions set their rules after the short ban mmm think it was 2011? Packages searched at customs, seizures, insurance payouts etc. Everyone though the permanent regulations were coming shortly after and the banks bailed out.

But i think many are finally starting to see that regulations are coming but the possibility of another outright ban isn't happening, so time to go for it.

You are right of course, I gave that example because I knew everyone would recognize it. (and I'm testy:D) I was actually referring to Reosmod. Produced and sold (with love) in Maine. I am sure that policy effected many vendors here. I am glad to read this regarding Paypal.

You are correct. There is no update yet for the USA. However, since this update was produced to cope with the split between PayPal and eBay, there eventually must be one for the USA. I would be very surprised if they didn't have the same (or very similar) wording. The new contract doesn't go into force until July 1st, so there is still plenty of time.

The legal standing in the UK is, if anything, more uncertain than in the US.We're looking at regulation as medical devices next year but no consultation or draft document has been published AFAIK. There's no reason to allow e-cig sales here and not in the US.
