lm 2596 have a on/off pin.Use this pin to turn on or off the modd., it`s about of pin number 5.First pull up this pin to + with 220 -270 k resistor (off state), and switch from pin5 to ground to (turn on when press SW). I posted a schematic with lm2576/lm2596 somewhere here on forum.

the one I have just has in and out +/- no pins.

Ok this is what I have
Now I am not sure how to wire it.

I am not worried about an on/off switch at this point, I can easily add one later or just rely on it only being plugged in when I use it. and that is a 3A rated momentary switch at the bottom

Positive Circuit:
(+) Source to the (+) in on the regulator.
(+) out of the regulator to the in on the 3 amp PBS and to the first (+) pin on the meter.
(+) out of the PBS to the center pin of the rocker switch.
Each outer pin off the rocker switch to a atty connecter.
Negative circuit:
(-) source to negative in regulator
(-) out of the regulator to the combined negative of the atty connecters and to the (-) meter with or without a switch

Use the lipo Checker liuke it is meant to be used.....

It will check each indivbidual cell that you run a + wire to and then give you TOTAL voltage...I plan on using a on of (on) switch on the display the on will come off the regulator ... the off is ...OFF, and momrntary on is to the batt pack with leads comming of each AA.

I am running it from a 12V source, not batteries.
If each positive gives a reading and ads them together would that mean by me hooking it up to both in and out positive of the LM I will get a double reading?

You only want to use one positive to the meter. If you connect two positives with such a difference in voltage it screws up the meter. If you want to ck voltage from the source do it though another on off on switch.
