I'm pretty confident that if it's properly stored (in glass, in a freezer), nic will be good indefinitely.
I'm less confident that the same is true of batteries. In the early days of of Li-ion batteries, the conventional wisdom was that they would lose as much as 10-15% of their capacity per year, even if they were unused, in storage. Perhaps this was true of early chemistries, but I'm not seeing that with current cells. Unfortunately there's little hard data to be had, and certainly not enough to be able to say they'll still be at X% if stored for a decade or two.

The online battery vendors will probably have them in stock for quite a while because most can say they “don’t sell to vapers” since they have all the warnings on their web pages. It’s the vape shops that, IMO, will stop selling them eventually as their liability is huge if they sell a battery that says it must not be used for vaping and there is an accident.
I'm not keen on using plastic for long-term storage for two reasons: 1) It is somewhat permeable to oxygen and glass isn't. 2) I don't know what will leech out of it. Glass doesn't leech anything.

Perhaps they will change their mind and ease restrictions over time. I've decided I am not taking a risk. I am going to place some last minute orders of the essentials.
It's a reminder to me that policies can change quickly and may not reflect the letter of the law. Better to get what you can while you can.
I strongly recommend that you contact the vendors and explain the details of the NY new law to them. Politely. Vendors are scared and don't want to be fined of shut down...

Agreed. Some articles out there are vague and I am sure a lot of these vendors don't have time to look into it.
It must be hard with regs changing constantly and each State different. Some on-line vendors are small operations and they don't have legal departments to monitor the rules and software people to update the ordering software.
A few years ago Indiana passed a law that banned juice from outside the State. The wording was a mess and it looked like it could be interpreted as banning anything vape related. Some vendors started blocking sales to Indiana. Luckily the law was withdrawn because of legal problems. I remember reading through the law and scratching my head trying to figure out what it meant. Imagine trying to do that for 50 States with the threat of being dinged if you got it wrong.
