Wow that's a lot of information but I get your procedural thinking
I used my MVP to test the resistance......which yes, tells me that the coil itself is working so it's obviously just not wicking for some reasons
I'm going to try and build it again

So fire your atomizer without the tank, make sure the coil is firing. Don't you prime your wick? Wet your wick and confirm proper operation before assembly, good practice anyhow.
My first thought is an issue with the current path. Reminds me of the problem I had with an Expromizer, which uses a very similar setup to
the KF4 (spring) It would randomly lose connection on firing, resistance check would show OK, but as soon as I would fire it, a combination of crappy spring, and a tiny bit of liquid would cause the spring to lose connection, and fail to fire. Cure in this case was a different spring.
Dry fire your coil, make sure it is operating properly, if it isn't you need to make sure you have proper connectivity through out. Make sure your 510 is clean and dry, both on the Atty, and the device, make sure the atomizer is clean and dry inside the base. Test fire the coil.
So your using silica, and don't prime it before assembly? Even if this is the case I cannot imagine not being able to tell it is firing by the heat generated, and the taste of the coil/silica heating up.
I'm with everyone else, a bit more info would be nice, as well as some details on your build.
