I would guess not much.
Juul is the one company I'm thoroughly confident will have an acceptable PMTA filed by the deadline. Their partners at Altria clearly know how to write one, as evidenced by the fact that the one they submitted for IQOS ended up getting approved. By "acceptable" I don't mean it will be approved quickly, I just mean that the FDA won't be able to reject it out-of-hand as incomplete.
If you were Juul, would you want to give the rest of the industry a reprieve? Wouldn't you rather be the only one (or one of very, very few) that has product that remains legal to sell after next May?
