I don't think that's accurate. Only premium cigars (premium means >$10). Cheap, machine made cigars are exempt. What is not clear is if that is the retail price equaling $10, tax inclusive or if that is the price before fed and state taxes. Not sure why that is, but that's what's being reported by the major cigar sites. So the likes of swisher sweets and safe from the predicate date and subsequent regulation while the cigars that take 5 years to produce by generational businesses and hand made by craftsmen are subject to the same predicate date and PMTA as ecigs are.
