The reason pawn shops will always have to use a high fee/high risk processor is because of stolen goods. And possibly because of used goods like consignment.
Vape shops are in a high risk category because of "fringe" goods. Processors are pretty smart. Wild west industries always get reigned in. Many prefer just not to get involved.

Never tried snus, but nicotine gum and chewing tobacco give me horrible hiccups.They are also in Swedish snus, if you need them, and in (now discontinued) dissolvable tobacco like Ariva and Stonewall. Perhaps in WTA e-liquids, but this is a new product so jury is still out. Snus has been around for 200 years and its safety record and efficacy are not under dispute.
