It will affect anything rebuildable if I read correctly, but you seem more informed than I am. We have a bit of a grace period over here as I think the authorities haven't even started drafting their interpretation of the legislation. As I don't need a lot of nic in my juices and I don't really want to stock liters of 100mg nic in my freezer, I'm trying to find out how much nic I can get into my juices from my custom made NETs. If I can get a final product that's close to 3mg I guess that would be enough for me and it would also eliminate the nic supply issue forever.

Well I'm only informed what will happen in Portugal and common sense. They can't ban common supplies like wire, rayon, batteries, etc. Mod are electronic devices so I wouldn't be surprised if they escape the rules too. What will take the hit are atomizers. Some companies are trying to avoid their ban by producing 2ml atomizers but if you read the directive, they will be banned too because they aren't sealed nor one time use.
Nic will be sold in 10ml bottles. Just for the price of the container, the value will raise dramatically. In Portugal you already pay 0.60€ per ml of
juice in taxes.
My plan is to only keep 4 liters of 72mg
juice. At my current consumption (18mg), that's 8 year worth of juice. If I cut down to 9mg, it would be 16 years. I hope that by then the EU will realize the mistake and lift the ban. Just like with other stuff. It takes time and there is always the black market.
I always thought nets had very low if any nic content per se
