I live in Canada and ordered a 1000ft of Lightning Vapes wire from Florida a couple of weeks ago. The shipment was held at the border for much longer than usual.
I am assuming that the "vape" word made it worth a look. I only ordered wire so it was released after a few days, but the Canadian, U.S. and other big postal systems won't have much trouble intercepting vape shipments if they feel like putting in the effort. Sure, kilos of the other stuff do get past X-rays and dogs, but as a consumer, one seized shipment flags you (in Canada anyways) and the hassle moving forward isn't worth it. Every package inspected, stopped when physically crossing the border, etc.
This is why I am stocking up on the little stuff like glass tanks, o-rings, etc.
