I just skimmed the abstract but it sounds like they're touting a reduction in cigarettes smoked from 20/day to 15/day as some huge success, because there's less exposure to nicotine...
Of course, when a new vaper goes from a PAD down to 5/day, they're just a dual user.

Read up on a History that Should Have kept Tobacco under Agriculture's Authority.
It is a PLANT, Grows in the ground, in America and provides - Farm income/Consumer Product.
I'm sure the cigarette companies love that.
Crazy. Smoking IS becoming socially unacceptable, but banning people from smoking outright is just nutty. Making the legal age 21 seems more realistic IMO but I'm not sure that would actually stop many teenagers from trying smoking.
