California currently taxes vapor products at 59.27 percent of wholesale value, but the proposal would impose an additional tax at a rate of $2 for each 40 milligrams of nicotine in the product. The tax would take effect January 1, 2021 and is forecasted to raise $32 million in FY 2021.

And just for Reference: There is 100,000 miligrams of Nicotine in 1 Liter of 100mg/ml Nicotine Base.

I just did some Digging to verify the Effective Dates were correct. And it Looks like the "Nicotine Tax" didn't make the Final Passage of the Budget.

"While the Budget does not include a new tax on e-cigarettes based on nicotine content, the Administration remains committed to working with the Legislature to enact this measure."

If a law is like enacted or whatever they can go back to the date of the law and enforce it, I THINK?

I wonder How Long it would take the Average Person to Read 530,000 Pages?

At 1 Minute per page, that comes out to about 8800 Hours. Or just under Four and One Half Years working 40 Hours a Week.

And that Doesn't account for Cross-Referencing to the 8,600 Pages of "Scientific Documents" to see if Any of it is even True?

The average government employee would read the first few pages and either stamp it approved or send it back for whatever reason, likely with a link to a 500 page reference to explain generically why it wasn't accepted.
