There Are states (Virginia for one) that recognize that a motor vehicle will Only be used on Private Property, ie; a farm and thusly Does Not have to pay for a license plate. Virgina law actually allows the farmer to drive the unregistered car all over the place on public roads. (If he smiles real big and says, "But occifer, I'm on farm related business.")
