Well, given nicotine itself is for now legal, I don’t think possession with intent to sell would stand up like it does for illegal drugs. They’d probably need to make a sting buy from you, so don’t sell to strangers.
Every ban or restriction I’ve read about refers to sales, and all I’ve read about statutes or regulations that are in effect or have been proposed, do not restrict personal use.
That said, I would agree bragging to people who know where you live that you have a 50 year supply of nic in the freezer would be poor judgement.
Actually the word "sales" is rarely referenced in Final Guidance. It's marketing (appears 3 times as many times in Final Guidance as the word sales). Primarily advertising, but yes that includes selling. Black market is either barely alluded to or not at all mentioned in Final Guidance. I'm sure it's assumed within the language. But the political reality, is that it's a whole other market.
You think hoarders will be treated kindly by all people in a community, I find that laughable. Like a person getting busted with 25 pounds of pot, claiming it is all for personal use. Fact is, they could be 100% telling the truth, but I doubt you'd find anyone that believes them. So yeah, all vapers sitting on 30 liters of nicotine, may claim it's for personal use. Better hope no one ever finds out about that stash. And I mean no one (no family nor friends) or you'd stand as much of a chance convincing them it's for personal use as any black market operator.
