exactly. public property is not church private property (owned by the church). It's property owned by the public.

I am Jewish, and I personally wouldn't be bothered by a nativity on public property,,,,faith is a good thing, whether you are Jewish,
Christian, Muslim or any other faith. But it does bother some people.
