Is flavored-zero-nic legal? Prolly varies by state. But if it is, they could sell that separately, and say, up to 36mg/ml or whatever the legal limit is for unflavored nic. Separate sides of the shop, of course.

From my understanding, the FDA declared in the deeming that 0 nic e-liquid is "tobacco product", as the intended use is to be used in an electronic cigarette. Someone correct me if I am wrong and if that applies in this issue.
This might work out, as long as the two purchases are from different businesses. Not sure how much sense this would make from an economical business perspective as the second business would have to be compensated for the "product space" the flavorings would be using.Strip Mall with one Vape Shop selling unflavored and, two doors down, a Candy Shop with lots of cake\candy flavorings and a few candy molds for good looks.

Only in cigarettes. Not in pipe tobacco or cigars.If in reference to tobacco as like an actual tobacco in a cigarette, not a liquid, flavored cigs have been banned for many years other than menthol.
